They can when they “short” out. Dad just had the same thing happen in his car a couple months ago. Seat heater shorted, left the car idle while he ran in the house quick, came back  to find his seat smoldering.

I put short in quotes because technically shorting out is how they heat.

I was always afraid to use the heated seats in my old Volvo, for that reason. The upholstery was in fairly deteriorated condition, and the car had enough other electrical gremlins that I didn’t feel totally comfortable risking it. Still switched them on occasionally, but it was a concern.
